The EPA has decided that any and all lead pipe and fixtures in the District have to be removed. This new rule was a result of the unfortunate events that occurred in Flint Michigan in 2014. The entire ruling can be found on the MO DNR website (https://dnr.mo.gov/). Not only will it be the Districts’ duty to provide proof that our service lines are not lead, but we will also have to provide proof that the lines from our meters into our residents’ homes and or businesses are not lead either. We will be achieving this by completing a spread sheet provided by MO DNR. A requirement of the rule is that we have back up documentation to support said spreadsheet to include visual inspection verification (i.e., pictures) of the customers service line entering the home in addition to completion of the attached Customer Affidavit.
If there is a property that is designated as “unknown” to lead we will have to treat that property as if there is lead and will have 10 years to prove either there isn’t lead or the lead that was there was removed. If proof of removal of the lead pipe cannot be given, then we must remove the water service from our system. Today, with certainty, we can attest that we have never encountered true lead service pipe in our system.
The biggest question is: how do we accomplish this task on their timeline? This is where the District is requesting your help. A simple picture of the service line entering into your home or business along with the completion of the attached survey is all that we are asking of you.
